How to remap keys on laptop?

Okay, here's the deal - my laptop is generally in really good condition, but I guess some of the key connections screwed up, so I tried remapping them to other, unused keys, such as left shift to caps lock and caps lock to tab, etc. But it never sticks. I've tried Key Mapper, SharpKeys, etc but they just won't work. Ever. After reboot, they all work the same as they did before, and nothing works.

my PC is a laptop, Acer Aspire 6930G, Windows 7 64bit Ultimate. What the **** is going on here?

And yes, the Microsoft Keyboard Layout Creator is worthless, since it doesn't allow the me to reassign left shift to caps lock. What the hell do I do? It's a laptop.
